The policy should distinguish self-custody from custody by exchanges, banks, funds, and other intermediaries. Each model creates different responsibilities for private-key control, asset segregation, disclosures, operational resilience, and recovery procedures.
2 · Who the policy affects
The framework affects individual users, businesses, custodians, exchanges, payment firms, miners, financial institutions, advisers, and regulators. Rules should apply to the activity and risk involved rather than treating every participant in the Bitcoin ecosystem as the same.
3 · How users are affected
Users may see clearer disclosures, stronger custody and asset-segregation expectations, more defined compliance requirements for intermediaries, and improved information about fees, transaction pathways, privacy, and counterparty risk. Self-custody and lawful software participation should remain distinct from regulated intermediation.
4 · Proof of work and market infrastructure
Proof of work converts computation and electricity into a publicly auditable security budget. Policymakers should use transparent, comparable data when assessing energy and grid impacts, while supporting market infrastructure that can operate under clear and proportionate rules.
